At the Feb. 20 Dana Point City Council meeting, the Dana Point City Council voted 3-2 to amend the current charter and temporarily put Dana Point’s Financial Review Committee (FRC) on hold.
Councilman John Tomlinson proposed that the City Council discuss changes to the FRC Charter to ensure it serves the purpose envisioned by the Council, change the manner by which appointments to the FRC are made and directed that all FRC activities be put on hold until those actions are taken.
In his statement to the Council, Tomlinson said it was, “essential to take pause and evaluate the efficiency and appropriateness of the FRC. Rather than functioning as a watchdog committee to review matters referred to the Council as envisioned; it has become politicized and has been addressing policy issues that are within the purview of the Council.”
Currently, the FRC consists of five members, each selected by a City Council representative.
Council member Debra Lewis said amending the FRC’s charter to appointment by majority approval turned, “This watchdog group into a lap-dog.”
Councilman Joe Mueller supported Tomlinson, calling the FRC a “shadow council,” noting that the FRC is the only City of Dana Point committee or sub-committee that is not approved by the entirety of the council.
In an upcoming City Council meeting, new FRC committee members will be selected. These new committee members will have to be approved by a majority of the City Council. After the City Council meeting, Councilman Joe Mueller was quick to emphasize that the FRC is not “disbanded; only amended.”
